To create awareness among the people on education and make people literate Elementary Education (EE) and Sarva Shiksha Abhiyan (SSA) plays a vital role. This was an appreciable initiative of the Government of India. But when the budget allotment and investment create a big gap; Human Resource Ministry keep mum shows something messy. The budget was Rs 8004.71-cr but audit report says a minus of 5,580.72 crore has been spent. Where is the rest of money! HRD clueless.
Out of Rs 8004.71-cr allotted for the development work of EE and SSA, Rs 2,324.99 crore was spent through record. Rest amount of money as spent for the development work for which no records are available.
The Finance Ministry collected a huge amount of money by way of two percent cess from the taxpayers. In this process the total collected funds were Rs 5,replica hermes,010 crore. The missing report of this huge expenditure indicates a misuse of funds. The poor performance of the national literacy mission in some states like Bihar and Uttar Pradesh proves the misuse of funds.
